A Template For U.S. Immigration Reform
We all know McCain/Kennedy "immigration reform" sucks. It panders to illegals while doing nothing about border security. Opponents of the House bill (read illegals and their sympathizers from President Bush to Hillary Rodham Clinton) claim it is "draconian" when all it does is attempt hold illegals accountable for their criminal behavior. Some, including myself, would argue that the House bill doesn't even go far enough. I'm in favor of scrapping both and adopting Mexico's immigration law as a template for our "immigration reform":
On the Center for Security Policy web site, J. Michael Waller writes about Mexico's Glass House, in which he details Mexico's immigration policy. You can read his entire article on their site, but here are some bullet-point highlights from his piece:
- Immigrants and foreign visitors are banned from public political discourse.
We're talking about ALL immigrants here, to say nothing of illegal immigrants. Apparently, Mexican politicians don't think that "gringos" coming from the U.S. to stretch their retirement dollars in Mexico, even as legal immigrants, are "the face of Mexico" unlike pandering jackasses like Hillary Clinton who consider ILLEGAL immigrants to be "the face of America".
- Immigrants and foreigners are denied certain basic property rights.
I guess you won't find any Mexican banks bending over backwards to give immigrants, legal or illegal, mortgages like banks in the U.S. and bending over backwards to use "taxpayer ID numbers" to give illegals mortgages.
- Immigrants are denied equal employment rights.
This is fairly easy because, if Mexicans are coming here to pick Ted Kennedy's lettuce and clean Hillary Rodham Clinton's toilets, there probably aren't a lot of jobs "Mexicans won't do" in Mexico. After all, hard labor in Mexico seems more preferable to me than cleaning Hillary’s toilet. Still, you probably won't see gringos flocking to Mexico to steal jobs from Mexican hurricane victims at sub-prime wages. On the other hand, if you consider that damn near 10% of Mexico's population is already here, they must be leaving behind a lot of "jobs Mexicans won't do" to come on up here and do "the jobs Americans won't do".
- Immigrants and naturalized citizens will never be treated as real Mexican citizens.
That's certainly different from the U.S. where illegals of late have been marching in the streets DEMANDING they be treated as real American citizens and Democrats have been gladly obliging them by registering legal and illegal immigrants to vote even though they aren't eligible.
- Immigrants and naturalized citizens are not to be trusted in public service.
Well of course not! Not even most American Democrats are corrupt enough to be trusted in public service in Mexico!
- Immigrants and naturalized citizens may never become members of the clergy.How very un-Christian of these Mexicans!
- Private citizens may make citizens arrests of lawbreakers (i.e., illegal immigrants) and hand them to the authorities.
Wow! And the Minutemen are called "racist" and "vigilantes" for simply monitoring the border. Imagine the Mexican government empowering all their citizens to be super racist vigilantes!
- Immigrants may be expelled from Mexico for any reason and without due process.
You mean you can expel "immigrants" from Mexico for just marching down the streets en masse? We could use a law like that here.
In addition to these Mexican immigration highlights here are some other important tenets of Mexico's Immigration Law:
Immigrants must be:
• in the country legally;
• have the means to sustain themselves economically;
• not destined to be burdens on society;
• of economic and social benefit to society;
• of good character and have no criminal records; and
• contributors to the general well-being of the nation.
There you go: The perfect template for OUR immigration law. Using the tests from Mexico's own immigration law, we'd throw ALL the illegals out on their asses and 90% of the LEGAL immigrants would be hot on their heels. Hell, using this template we could send all the illegals back to Mexico with an American welfare recipient under each arm.
Of course Mexico doesn't have much of a problem with illegal immigration or immigration -- period. The country sucks economically-speaking and its government is rotten to the core. Its people are flooding into the United States through its Northern border and its Southern border is tiny. In other words they have far less need for their own tough immigration laws than we do.

By george I think we got it. I wonder how long after we enact such things will we be considered racisit or mean because unlike mexico we can and should enforce it.

Uhhh...Mexico can and DOES enforce that, in rather tight fashion.
Don't get the wrong idea from Steve's last bit, he's wrong:

Mexico does indeed have a great many people trying to get into it. As bad is Mexico is, a good fair portion of South America makes Mexico look like....well, the US.
And, if NOTHING else, hordes of South Americans would desire to get into the US _THROUGH_ Mexico.
Mexico doesn't have too much to do on the northern border (unless it decides to suddenly crack down on armed gangs and drug cartels...THAT it probably CANT do as the cartels have shown themselves to be in more control of key areas and just as well manned and armed as the government is)
But Mexico guards it's southern border zealously.

Lots of old folk actually migrate to Mexico as well, by the way.
A legal US citizen collecting meager US social security can live well beyond his means in Mexico and other Latin American countries, and they (like Florida...something about tropical weather I suppose) are actually hot retiree destinations.
Life thier is a pain in the ass for them and they pay notable amounts of money just to stay in the country, but even so it's still cheaper then living here and the weather is a hell of a lot nicer then Minnesota.

I hardly think that becoming more like Mexico is a good idea. Illegals could then just start paying off "la migra" and never have to fear deportation. The roots of the problem are economic... Mexican workers are seeking economic opportunity, American employers are seeking cheap labor. A properly-structured guest worker program could tax the employers AND the workers to help balance the burden on local healthcare and education systems and serve as a disincentive to both sides of the problem. It would also lead to much better tracking of the workers and their employers.
The Minutemen and the people calling for a fence are taking a too-simplistic view of the problem... as long as there are people willing to hire them and better opportunities here, people are going to find a way to get here. As long as the money they send home is a significant portion of the Mexican economy, the Mexican government isn't going to be any help.
I have to say this is one thing Bush might actually understand. Our economy is not wholly dependent on the work done by illegals at the rates they're paid, but sending them all home would have a negative effect.
